Where new homes are being built in and around San Juan Capistrano
San Juan Capistrano is mostly built out. Census figures for 2020 to 2024 show a median year built of 1979 for the city's 13,071 homes; just 1.3% were built in 2020 or later and 6.3% in the 2010s, while 36.0% date from the 1970s. Hillsides, the Northwest Open Space, the San Juan Creek corridor and the city's equestrian zoning leave few large sites, so new homes arrive in small batches.
The pressure to build is real, though. The city's 2021-2029 housing element, adopted in August 2022 and certified by the state that September, plans for a regional housing need of 1,054 homes: 270 very low income, 173 low income, 183 moderate income and 428 above moderate. Several of the projects below are on sites the city zoned for that need, along La Novia Avenue, Camino Capistrano and Del Obispo Street.
East of the city, the Rancho Mission Viejo company is building out its planned villages of Sendero, Esencia and Rienda along Ortega Highway and Antonio Parkway. Those homes have Rancho Mission Viejo addresses in ZIP 92694 and sit in unincorporated Orange County, not in San Juan Capistrano, but they share Capistrano Unified School District and are a 10 to 15 minute drive from the Mission.
New home projects inside San Juan Capistrano
Every status below comes from the city's Proposed Major Development Projects map, linked from the Planning Division page, as read on October 30, 2026. Approval does not mean homes are for sale; ask the city's Planning Division for the latest status of any project you are waiting on.
San Juan Meadows (94 single-family lots, La Novia Avenue and Valle Road)
The biggest for-sale project in the city is 94 single-family homes with an equestrian facility on land southeast of La Novia Avenue and Valle Road, north of the existing Pacifica San Juan neighborhood. The city lists it as approved, with a rough grading permit issued but home construction not yet approved. The project's own FAQ describes about 137 acres, lots averaging over 12,000 square feet, grading of 12 to 18 months before home building, and 24 to 36 months to finish. It says pricing is not yet released and does not name a builder or mention HOA dues or a special tax district. Ask about both before you reserve.
Distrito La Novia (96 for-sale homes proposed, La Novia Avenue)
Northeast of La Novia Avenue, between Valle Road and San Juan Creek Road, a revised plan proposes 96 for-sale homes alongside a 65,000 square foot BMW dealership. It would replace an earlier approval for 130 attached homes with retail and office space. The city lists it as under review, so the home count, layout and timing can still change.
Camino Twelve (12 townhomes, Camino Del Avion)
At 25642 Camino Del Avion near Del Obispo Street, Camino Twelve would add 12 townhomes in two buildings on 0.57 acres. Entitlements are approved and the project is waiting on a building permit submittal. It is within walking distance of Marco Forster Middle School's campus on the same street.
San Juan Plaza (278 units, Camino Capistrano)
At 32211 to 32281 Camino Capistrano, San Juan Plaza is a five-story mixed-use building with 278 homes, a mix of market-rate and affordable units. Entitlements are approved and a building permit has not yet been submitted. The map does not say whether units will be sold or rented.
Forster Mixed-Use (95 apartments, Camino Capistrano)
At 31872 to 31882 Camino Capistrano, this project would add 95 market-rate apartments. It is approved and waiting on permits. These are rentals, not homes for sale, but they add supply near downtown and the train depot.
Capistrano Business Park (up to 250 homes proposed, Paseo Espada)
A proposal at Paseo Espada and Calle Arroyo would turn a 15-acre industrial site into up to 250 homes, including affordable housing. It is under review, with no home types or prices published.

Mello-Roos and HOA fees on new homes near San Juan Capistrano
Rancho Mission Viejo's FAQ says its homes are in a Community Facilities District and pay special taxes through it, set out in a Notice of Special Tax that the builder gives each buyer. The same FAQ says every homeowner pays a monthly master association fee and puts HOA fees at roughly $250 to $1,000 a month depending on the neighborhood. A fee on initial sales and resales also funds the Ranch's resident programs, and some neighborhoods add sub-association or special-benefit-area charges. Add the special tax and every HOA line to your monthly budget before you compare a Rienda home with a resale in town. Our California Mello-Roos guide explains how these taxes work and when they end.
Resale homes in older San Juan Capistrano neighborhoods usually carry no Mello-Roos, but check the tax bill for any assessment. None of the city project pages we opened mentioned a special tax district, so ask the developer of San Juan Meadows or Camino Twelve directly. The base property tax rate and county bills are covered in our Orange County property tax guide.
New vs resale homes near San Juan Capistrano: what costs more
A resale house in town costs more than most new homes at the Ranch. Redfin's median sale price for single-family homes in ZIP 92675 was $1,989,498 over the three months to September 2026 (61 sales), and the median for all homes in the city was $1,410,828. In Rancho Mission Viejo the median across all homes sold was $1,128,962 (77 sales), with homes taking a median of 56 days to sell, against 49 days in San Juan Capistrano.
The gap reflects land. Resale homes in the city often sit on larger lots, some zoned for horses, while Ranch homes are newer and closer together. New homes save on early repairs and come with current energy codes, but add special taxes and higher HOA dues. Compare the full monthly cost, not the price alone. At Freddie Mac's 7.24% 30-year average (week of October 29, 2026), each $100,000 borrowed costs about $681 a month in principal and interest.
Inspections and warranties on new construction
Hire your own inspector even on a brand-new home. A pre-drywall inspection catches framing, plumbing and wiring problems that are hidden once walls close, and a final inspection before closing gives you a punch list for the builder. California's Right to Repair Act (Civil Code section 895 and following) sets building standards for new homes and a pre-litigation process that lets the builder try to fix defects first; section 941 sets a 10-year outer limit for most construction-defect claims. Read the builder's written warranty for what it covers in the first one, two and ten years and how to file a claim. Grading on hillside lots like those at San Juan Meadows and Rienda is worth asking about too: request the soils report.
Buying a new home near San Juan Capistrano with a local agent
Builder sales staff work for the builder. Most builders let you bring your own agent, but many require the agent to come with you, or register you, on your first visit, so arrange it before you walk in. An agent can compare the builder's price per square foot with resales in 92675 and 92694, read the purchase contract and Notice of Special Tax with you, and push for upgrades or closing credits instead of a price cut.
