LAGUNA BEACH COST OF LIVING

Cost of Living in Laguna Beach, CA: Housing, Bills and Taxes

Living in Laguna Beach costs far more than the Orange County average, almost entirely because of housing: typical rent was $5,519 a month and its typical home value $3,043,251 in September 2026. MIT's basic budget for one adult in Orange County is $75,982 a year before tax, but that assumes county-level rent. Below are the costs line by line, the taxes, the income you need and how nearby cities compare.

How expensive is Laguna Beach?

Laguna Beach is one of the most expensive places to live in Orange County, and housing explains almost all of the gap. MIT puts the basic-needs budget for one adult in Orange County at $75,982 a year before tax (February 2026 update), but that budget assumes a county-average rent of about $2,700 a month. Zillow's typical observed rent in Laguna Beach was $5,519 a month in September 2026, about twice MIT's county housing figure, so a renter here needs far more than the MIT floor.

Buying is a different scale again. Zillow's typical home value in Laguna Beach reached $3,043,251 in September 2026, a record for the city, up 6.8% in a year and 99.2% since September 2016. Redfin's median sale price for the three months to September 2026 was $3,285,935, at $1,600 per square foot. Only Newport Beach was higher among Orange County cities in Redfin's data.

Non-housing costs are close to the Orange County norm. Groceries, fuel, utilities and health care are priced much as they are in Irvine or Laguna Niguel. What changes is the share of income left after rent or a mortgage. The Census median household income in Laguna Beach was $143,843 (ACS 2020-2024), above the county's $116,289, yet still well below what a buyer at today's prices needs.

Housing costs in Laguna Beach

Buying a home in Laguna Beach

The whole city shares one ZIP code, 92651. Redfin's figures for that ZIP over the three months to September 2026 show a median of $3,699,067 for a single-family home and $1,394,959 for a condo or co-op, with only eight condo sales in the period. With 20% down on the citywide median of $3,285,935, the loan is about $2,628,748. At Freddie Mac's 30-year average of 7.24% (week of October 29, 2026), principal and interest come to roughly $17,915 a month. Almost every financed purchase is a jumbo loan, so lenders will also look at reserves after closing.

Renting in Laguna Beach

Zillow's typical asking rent was $5,519 a month in September 2026, up 7.0% on a year earlier and close to the June 2026 peak of $5,612. The Census median gross rent, which counts leases signed years ago and includes utilities, was $2,986 (ACS 2020-2024). The difference tells you that a renter signing a new lease today pays far more than a long-term tenant. About one in three occupied homes in the city is rented: the Census counts 3,674 renter households against 7,165 owners.

Property tax on a Laguna Beach home

Prop 13 sets the base levy at 1% of the purchase price. On the Redfin median of $3,285,935 that is $32,859 a year, or about $2,738 a month, before voter-approved bonds and any special assessments listed on the bill. The $7,000 homeowners' exemption trims about $70 a year for an owner-occupant. Ask the seller for the latest secured tax bill to see the full rate for the parcel, and read our Orange County property tax guide for the county's deadlines.

Homeowners insurance and the fire zone

Insurance is the cost that varies most from one Laguna Beach address to the next. The city's fire chief said in 2021 that about 85% of the city lies in a Very High Fire Hazard Severity Zone, and the October 1993 fire destroyed or damaged 441 homes. Homes on canyon edges and ridgelines in Top of the World, Bluebird Canyon or Laguna Canyon can draw fewer insurer offers than homes in the flatter Village blocks. Get quotes before you remove contingencies, and ask whether the home would need the California FAIR Plan plus a wraparound policy. Our California homeowners insurance guide explains the market.

HOA dues in gated areas and condo buildings

Most Laguna Beach houses have no homeowners association, but gated enclaves and condo complexes do. The Orange County Business Journal reported in May 2026 that Three Arch Bay owners pay an association fee of $3,025 a year. Condo dues in older oceanfront buildings can be much higher, because they cover reserves, insurance and balcony and structural work required by state law; see our California balcony inspection law guide. Our Laguna Beach gated communities page lists the main associations.

Mello-Roos and special assessments

Laguna Beach is an older, built-out city, so the Mello-Roos districts common in newer south county tracts are rare here. Some parcels still carry assessments for undergrounding utility lines, sewer or other local projects. These appear as separate lines on the tax bill. Ask for the bill before you write an offer, and see our Mello-Roos guide if one appears.

Everyday costs in Laguna Beach

MIT's Living Wage Calculator for Orange County (updated February 15, 2026) gives the clearest breakdown of non-housing costs. The figures are annual and apply to the whole county, so housing is understated for Laguna Beach while the other lines are a fair guide.

Water, sewer and energy in Laguna Beach

Water in most of the city comes from the Laguna Beach County Water District, a local public agency formed by voters in 1925. Part of South Laguna is served by the South Coast Water District, which also covers Dana Point. Southern California Edison supplies electricity and SoCalGas supplies natural gas. Confirm each provider for the exact address before you budget, since the water and sewer boundaries do not follow neighborhood names. The ocean keeps summer highs near 80°F in August, so air conditioning costs stay modest in most homes, though hillside houses with large west-facing glass run warmer.

Groceries and dining in Laguna Beach

MIT budgets $4,627 a year for one adult's food in Orange County, about $386 a month, and $13,541 for a family of four. Compare grocery prices with stores in nearby inland cities before you budget. Restaurant prices skew high because the city depends on visitors.

Getting around and transport costs

MIT puts transportation at $9,204 a year for one adult. Two things lower that in Laguna Beach. The city runs a free trolley along Coast Highway, linking North Laguna, downtown and South Laguna to the Ritz-Carlton in Dana Point every 20 to 30 minutes, and a Canyon Route from Lot 16 at 1900 Laguna Canyon Road, where parking is charged in summer. Parking downtown is metered and tight in summer, so check whether a rental or home includes off-street spaces. Commuters to Irvine use State Route 133 or the State Route 73 toll road, and toll costs add up for daily trips.

Health care costs and access

MIT budgets $3,241 a year in medical costs for one adult and $11,130 for a family of four. Providence Mission Hospital Laguna Beach in South Laguna is the city's only hospital and has an emergency department; larger specialist care is in Mission Viejo, Irvine and Newport Beach. Medicare and employer plans cover most residents, so the main local variable is drive time.

Child care and schools

Child care is the largest non-housing cost for a working household with young children: MIT puts it at $16,830 a year for one child and $31,996 for two in Orange County. Public schools are run by Laguna Beach Unified, which has two elementary schools, Thurston Middle School and Laguna Beach High. See our Laguna Beach schools guide for the state dashboard results and the district's address lookup.

Internet and phone service

MIT allows $1,501 a year for internet and a mobile plan for one adult. Coverage in the canyons and on some hillside streets can be patchy for mobile phones, so test your carrier at the address before you sign. Ask the seller or landlord which wired internet providers serve the building.

Taxes in Laguna Beach

Laguna Beach has no city sales tax add-on of its own, so the combined sales tax rate is 7.75%, the same as most of Orange County: the 7.25% statewide base plus Orange County's half-cent Measure M transportation tax. Rates can change each quarter, so check the address on the California Department of Tax and Fee Administration lookup before a large purchase such as a car. California's personal income tax runs from 1% to 12.3% of taxable income, with an extra 1% on income above $1 million, and there is no city income tax. Visitors pay the city's transient occupancy tax on short stays; residents do not.

When you buy, Orange County charges a documentary transfer tax of $1.10 per $1,000 of price, about $3,615 on a $3,285,935 sale; Laguna Beach adds no city transfer tax. Who pays it is negotiable. See our California transfer tax guide and California closing costs guide for the rest of the closing bill. Owners who sell after many years should read our capital gains tax guide, because gains on Laguna Beach homes often exceed the federal exclusion.

Salary needed to live in Laguna Beach

MIT's required annual incomes for Orange County, before tax, from the February 2026 update:

HouseholdPre-tax income neededOf which taxes
1 adult, no children$75,982$16,192
1 adult, 1 child$123,909$23,624
2 adults (1 working), no children$90,874$14,189
2 adults (both working), 2 children$163,593$29,700

Those figures assume county-average rent. A renter paying Zillow's typical Laguna Beach rent of $5,519 a month would need about $220,760 a year to keep rent at 30% of gross income. Buying the Redfin median home with 20% down at 7.24% means principal, interest and base property tax of about $20,653 a month, which points to a household income near $885,000 under the common 28% lender guideline, plus the down payment of about $657,000. A condo at the ZIP's Redfin median of $1,394,959 lowers that to about $376,000 a year before HOA dues. These are our calculations from the published figures, not lender quotes.

Prices are Redfin's median sale price for the three months to September 2026; the county row is the single month of September 2026, which Redfin may still revise. Rent and income are Census ACS 2020-2024 medians.

Aliso Viejo$939,553$2,854$142,439
Orange County$1,207,298$2,434$116,289

Household incomes in the coastal south county cities sit within a few thousand dollars of each other, while home prices differ by a factor of three or more. That is why many people who work in Laguna Beach live in Laguna Niguel or Aliso Viejo, a short drive inland. On Zillow's rent measure for September 2026, Laguna Beach's $5,519 compares with $4,364 in Newport Beach, $4,323 in Dana Point, $3,604 in Irvine and $3,343 in Laguna Niguel. Ways to lower your costs in Laguna Beach

  • Price a condo against a house. Redfin's condo median in 92651 was $1,394,959 against $3,699,067 for single-family homes (three months to September 2026). Our Laguna Beach condos guide covers the main complexes and what to check in their reserves.
  • Compare areas, not just the city median. A canyon cottage and a bluff-top house sit in the same ZIP. Our Laguna Beach neighborhoods guide explains how prices and settings differ.
  • Shop insurance early and harden the home. Ember-resistant vents, a Class A roof and a cleared zone next to the house can widen the number of insurers willing to quote.
  • Use the trolley instead of paying to park. The Coastal Route is free and runs year-round.
  • Claim the homeowners' exemption with the Orange County Assessor after you move in.
  • Look at Prop 19 if you are 55 or over. You may be able to bring the taxable value of a home you sell elsewhere in California; see our Prop 19 guide.
  • Watch the market before you set an offer. With homes taking a median of 71 days to sell, our Laguna Beach housing market report shows how much room there may be to negotiate.
