Where new homes are being built in Santa Rosa
New building in Santa Rosa is concentrated in two areas. The southwest, around Dutton Meadow south of Hearn Avenue and along Sebastopol Road, has KB Home's Dutton Meadows and Cherry Ranch communities and City Ventures' Brittain Oaks. The northwest and north, in the 95403 ZIP, have D.R. Horton's Stonebridge, City Ventures' Fox Meadow and the Round Barn townhomes in Fountaingrove. Much of the southwest was unincorporated county land until the city annexed about 715 acres there, including Roseland, in 2017 (Sonoma LAFCO).
New homes are still a small share of the city. Census estimates for 2020-2024 count 1,325 Santa Rosa housing units built in 2020 or later, under 2% of the 71,382 total, and 4,859 built from 2010 to 2019. The median home was built in 1980. Fountaingrove and Coffey Park also saw large rebuilds after the 2017 Tubbs Fire; by October 2022, local reporting put rebuilt or under-construction homes in and around Fountaingrove at about 1,130, roughly 70% of those lost.
Prices below are builder starting prices we checked on the builders' own websites on November 2, 2026. They change often and some exclude solar or lot premiums, so confirm with each sales office.

Two-story plans run about 1,451 to 1,692 square feet with up to four bedrooms, from $554,990 plus solar, the lowest new-home starting price we found in the city. Brittain Oaks is at 3111 Sebastopol Road in west Santa Rosa. City Ventures lists four plans of 1,600 to 2,040 square feet with three or four bedrooms and two-car garages, from $599,990 for Plan 1 up to $789,990 for Plan 4. Stonebridge by D.R. Horton (single-family and duets, northwest)
D.R. Horton's Stonebridge Single Family, at 2494 Serene Lane, is priced from $734,490. A sister community, Stonebridge Duets, at the same sales address, lists three-bedroom inclusionary duet homes of 1,468 to 1,604 square feet, sold by qualification only, with a new phase coming soon; pricing was call-for-information when we checked.

Mello-Roos, HOA dues and taxes on new Santa Rosa homes
None of the builder pages we checked state HOA dues or special taxes for these communities, and both KB Home and City Ventures note that their payment examples exclude HOA dues. Ask each sales office for the HOA budget, the monthly dues, and whether the lots sit in a Community Facilities District (Mello-Roos) or another special assessment district. The answer is on the preliminary title report and the developer's public report from the California Department of Real Estate.
Your base property tax will be about 1% of the purchase price plus local bond levies, which come to a little over 1.1% in much of Santa Rosa; our Sonoma County property tax guide lists the rates. Because a new home is assessed at its sale price, expect a supplemental tax bill after closing. For how special taxes work, see our Mello-Roos guide.
New vs resale homes in Santa Rosa: what costs more
New homes in Santa Rosa are priced close to the resale market. Redfin's median sale price for the city was $714,660 for the three months to September 2026; six of the eight communities start below that, from $554,990 to $659,990. Starting prices usually cover the smallest plan on a standard lot, so the home you actually buy may cost more after upgrades, solar and lot premiums.
A new home brings lower early repair costs, current energy code construction and, in these communities, solar. A resale home in an older neighborhood often comes with a larger lot and established trees, and you can negotiate harder: Zillow reports that 25.3% of Santa Rosa-Petaluma metro listings cut their price in September 2026. Builders compete with rate buydowns and closing-cost credits instead; compare the total cost over five years, not just the price.
Inspections and warranties on new construction
Hire your own inspector even for a brand-new home. A pre-drywall inspection catches framing, plumbing and electrical issues while they are still visible, and a final inspection before closing produces a punch list for the builder. Ask each builder for its written warranty: what it covers, for how long, and how to file a claim. Keep every warranty request in writing and dated.
Check the fire hazard severity zone and get an insurance quote early, especially for homes next to open space or hillsides. See our California wildfire zones guide.
Buying a new home in Santa Rosa with a local agent
The sales staff in a model home work for the builder. Your own agent can compare base prices against resale sales nearby, push for incentives, review the purchase contract and HOA documents, and track the build schedule. Many builders require you to register your agent on your first visit, so bring them or name them then. How agents are paid changed in 2024; see our California real estate commission guide. For a vetted local agent, see our featured Santa Rosa agent, and for the wider market, the Santa Rosa housing market report.
