Where new homes are being built in Torrance
Torrance is almost fully built out, so new for-sale homes come from replacing offices, stores, church parking and other commercial land rather than from new subdivisions. Census figures show how rare new housing is: of 59,284 homes in the city, 179 were built in 2020 or later and 666 between 2010 and 2019, together about 1.4% of the stock (ACS 2020-2024). The rest is overwhelmingly from the 1950s to the 1980s.
The current wave clusters in two places. The first is around Del Amo Fashion Center in central Torrance, where Lennar's 260-home Fashion Square is under way and several apartment and mixed-use projects are planned or rising: 200 apartments at 3863 Carson Street, 449 planned at 3610 Torrance Boulevard and 106 units over medical offices at 3475 Torrance Boulevard, according to Urbanize LA. The second is North Torrance near the 405 Freeway, where small townhome projects of 15 to 48 homes have replaced commercial and church sites along Prairie Avenue, Western Avenue and 182nd Street. Almost everything new is a townhome or a condo-style flat; we found no new detached-house community.
New home communities in and near Torrance
Fashion Square at Del Amo by Lennar (central Torrance)
The largest project is Fashion Square at Del Amo, on a 16-acre site at 3405 W. Carson Street and 21405-21515 Madrona Avenue that used to hold a commercial building and overflow parking for the mall. Plans approved in late 2024 allow 260 homes in two-, three- and four-bedroom plans, in buildings up to four and five stories, with a 14,500-square-foot central amenity area and open space at the northeast corner. Urbanize LA reported in December 2025 that the site had been cleared and that construction is expected to take about 41 months. No prices had been published when we checked in late October 2026.
Andera by Lennar (opening 2027)
Lennar's Torrance page describes Andera as a new masterplanned community of luxury flats and townhomes coming to Torrance in 2027, and invites buyers to join an interest list. The page does not give the address, the number of homes or prices. It may be the marketing name for the Del Amo site, but Lennar does not say so on that page, so ask the sales team before assuming it.
Welkin 223 (West Carson, Torrance mailing address)
Welkin 223 is a gated group of three-story townhomes with rooftop sky decks on W. 223rd Street between Normandie and Vermont. Listings in 2026 showed a four-bedroom, 2,330-square-foot home at $1,109,990, pending, and a three-bedroom home at 1014 W. 223rd Street at $1,032,990. In November 2026 the builder's NewHomeSource page listed the community from $969,990, with plans of 1,924 to 2,330 square feet and HOA dues of $426 a month. The homes carry Torrance addresses in ZIP 90502, but the Census Geocoder places 1010 W. 223rd Street in unincorporated West Carson, and the listing names Los Angeles Unified as the high school district. Check the city, school district and tax rate on the parcel record.
Sage Walk by The Olson Company
NewHomeSource describes Sage Walk as a community of 22 townhomes with three and four bedrooms and up to about 1,867 square feet, but now marks the community as no longer available on its site. Treat any remaining homes as resales or the builder's last releases, and ask The Olson Company for current prices, HOA dues and the parcel's jurisdiction, since the listing site does not give a street address.
North Pointe by Anastasi Development (Prairie Avenue)
North Pointe is 24 townhomes on a roughly one-acre site at 18080-18090 Prairie Avenue in North Torrance, arranged in two rows along a central driveway. Every home has two bedrooms, about 1,057 square feet and a two-car garage at street level, with balconies and patios, according to the project brochure reported by Urbanize LA in January 2025. That small, single plan makes it one of the lower-priced ways into a new Torrance home; ask for current prices and HOA dues.
Sakura Villas by Ennio Schiappa Homes (Western Avenue)
Sakura Villas is 15 three-story townhomes at 18419 S. Western Avenue, north of the 405, around a shared driveway with a small green space at the rear. The plans have two and three bedrooms from 1,270 to 1,635 square feet, each with a two- or three-car garage, plus six guest spaces. Urbanize LA reported in November 2024 that work was in the home stretch.
Marbella by Lennar (182nd Street, sold through)
Lennar opened Marbella at 2706 W. 182nd Street in September 2023 with 48 townhomes starting from the upper $800,000s, in plans of about 1,724 to 2,252 square feet with three or four bedrooms and three-bay garages. Lennar's Los Angeles and Ventura County page no longer listed a Torrance community in late October 2026, so Marbella homes now come up as resales. They are useful comparables for newer projects nearby.
City Ventures townhomes at 1407-1455 Crenshaw Boulevard
City Ventures plans 35 townhomes in five buildings above ground-level parking at 1407-1455 Crenshaw Boulevard, replacing a 1970s office building. Plans have three and four bedrooms from 1,377 to 1,614 square feet, and four homes are set aside for moderate-income buyers in exchange for density bonus incentives. Urbanize LA reported the Planning Commission action in May 2025.
Westoria at 21151-21221 S. Western Avenue (proposed)
The owners of the Torrance Center South office complex at Torrance Boulevard and Western Avenue propose replacing three office buildings with 98 four-story townhomes and a six-story, 237-unit apartment building, under the name Westoria. The townhomes would have four and five bedrooms from 2,200 to 2,579 square feet, with their own pool. It still needs a conditional use permit, a general plan amendment and a zone change, and construction is projected between December 2028 and January 2030.

Mello-Roos, HOA dues and property tax on new Torrance homes
Because Torrance's new homes are infill townhomes, an HOA is close to certain: it maintains the shared driveway, landscaping, roofs or exteriors, and, at gated projects, the gate. The one HOA figure we found was $426 a month at Welkin 223. Ask every builder for the HOA budget, the reserve study, and what the dues cover.
Some newer California projects also carry a Mello-Roos or other special assessment. We did not find one published for these Torrance projects, so ask the builder for the full list of direct charges and read a current tax bill from the Los Angeles County Treasurer and Tax Collector. Our Mello-Roos guide explains what to look for, and the Los Angeles County property tax guide covers rates and the supplemental bill a new owner receives. A new home is assessed at its purchase price, so as a planning figure, 1% of a $969,990 price is $9,700 a year before local add-ons.
New vs resale townhomes in Torrance: what costs more
Redfin's median townhouse sale price over the three months to September 2026 was $885,501 in ZIP 90501 (12 sales), $885,001 in 90503 (22 sales) and $749,901 in 90504 (12 sales). Builder and listing prices for new townhomes, such as Welkin 223's builder prices from $969,990, run above those medians, partly because the new homes are larger, with three or four bedrooms and roof decks. An asking price is not a sale price, so compare per square foot and ask what incentives the builder is offering.
At the Freddie Mac average 30-year rate of 7.24% (week of October 29, 2026), a $969,990 home with 20% down has a principal and interest payment of about $5,288 a month, before tax, insurance and HOA dues. Builder rate buydowns can change that sum substantially, so get the buydown's cost and term in writing. Against an older resale, weigh the newer roof, wiring and windows of new construction against the HOA dues, smaller lots and a tax bill based on today's price.
Inspections and warranties on a new Torrance home
Hire your own inspector even for a brand-new townhome, and schedule a pre-drywall inspection if the builder allows it, because wiring, plumbing and framing are hidden afterwards. Then do a final walk-through and a check before the first-year warranty ends. Ask the builder for its written warranty and how claims are handled. Ask whether the project has a public report from the California Department of Real Estate and read it with the HOA budget and CC&Rs, since these set out restrictions, dues and any special assessments. For a home bought before it is finished, ask for the expected completion date in the contract; one Welkin 223 listing gave an expected completion date of May 2026, so ask for the date for your specific unit.
Buying a new home in Torrance with a local agent
Builders' sales staff work for the builder. If you want your own agent, ask the sales office at the first contact whether it requires your agent to register you on that first visit, and bring the agent from the start. A local agent can pull resale comparables from projects like Marbella, check the parcel's city and school district, and read the HOA documents and public report with you. Since the 2024 commission changes you will sign a written agreement with your agent before touring; our commission guide explains it. For a recommendation, see our featured Torrance agent, and compare older homes on our Torrance condos page.
