Encinitas and North County 55+ communities at a glance
Price bands and HOA dues below come from 55places listing data checked on November 1, 2026. They describe homes recently listed, not every home, and dues vary by section, so confirm both with the association or the listing agent.

Each 55+ community in and near Encinitas
High Country Villas, Encinitas
Built from 1973 to 1985, High Country Villas has 546 homes on a site about three miles from the ocean, according to 55places. The single-story attached homes are age-restricted to 55 and older. The two-story condominiums belong to Country View, a section inside the community with no age restriction, and both share the amenities, which include a 9-hole golf course, a clubhouse, two pools, a spa, tennis and pickleball. 55places put the average recent listing here near $838,000. Because two sets of rules apply on one site, ask which section a home is in before you make an offer.
Park Encinitas, 444 N. El Camino Real
Park Encinitas is a resident-owned 55+ community of 155 manufactured homes, built between 1970 and 2015. 55places lists a clubhouse with a commercial kitchen, library, billiards room and exercise equipment, plus shuffleboard, a heated spa, a solar-heated saltwater pool, a car-wash stall and RV storage nearby. Average recent listings were near $699,000. Since the park is resident-owned, buying usually means buying the home plus a share or membership, so ask for the cooperative's rules and budget.
Green Valley Mobile Estates, 350 N. El Camino Real
Green Valley's own website describes it as an age-restricted community for adults 55 and older, set back from El Camino Real away from traffic noise. It does not publish the number of spaces, space rent or prices. Call the park office and ask for the current space rent, the rules on rent increases, and whether the park requires an application for each buyer.
Rancho Carlsbad, Carlsbad
Rancho Carlsbad is a gated 55+ community of 504 manufactured homes on 106 acres, opened in 1972, with a 13,500-square-foot clubhouse, golf, a lake, a gym and an activity director, according to 55places. It is the closest gated alternative in this table.
Lake San Marcos, San Marcos
Lake San Marcos is a master-planned area of about 2,000 homes around a natural lake with two golf courses. Only some of its neighborhoods are age-restricted, and others have no age limit, so check the specific association before you rely on 55+ rules. Price bands run widest here, from the mid $500Ks to the low $2Ms.
Oceana, Oceanside
Oceana was built from 1964 to 1984 and has 2,332 homes in twelve neighborhoods grouped into sections such as Oceana South, Oceana East and Oceana Mission. Each section has its own clubhouse with a pool and spa. It had the lowest price band in this table, from the mid $300Ks.
Ocean Hills Country Club, Oceanside
Ocean Hills Country Club is a gated, 1,632-home community built by Ryland Homes between 1984 and 1999, with a golf course and an activity director. Its HOA dues, $432 to $739 a month in recent listings, start higher than any other community in this table, which reflects the gate, golf and wider services.
Seven Oaks and Oaks North, Rancho Bernardo
These two neighboring 55+ communities in the City of San Diego are less than two miles apart. Seven Oaks has 1,700 homes built from 1964 to 1974 around a community center. Oaks North, opened in 1976, has 1,963 homes in eight neighborhoods and the 27-hole Oaks North Golf Course; its Chapala neighborhood is gated.
The legal 55+ rules in Encinitas communities
Federal fair housing law lets a community restrict sales to older buyers only if it qualifies as housing for older persons. Under 42 U.S. Code 3607, a 55+ community must have at least 80% of occupied units with at least one resident aged 55 or older, publish and follow policies that show it intends to be 55+ housing, and verify ages. That leaves room for up to 20% of homes without a 55-year-old resident, and each community decides in its rules how it uses that margin.
In practice, ask three things: whether the community is registered and verifies ages, whether a younger spouse or caregiver may live with you, and whether heirs under 55 may keep or rent a home they inherit. High Country Villas shows why this matters, since its Country View section has no age restriction at all. California adds its own rules for senior housing; our guide to 55+ communities in California covers them.
Costs of 55+ living in Encinitas
Purchase price and loans for Encinitas 55+ homes
At Freddie Mac's 7.24% 30-year rate (week of October 29, 2026), a High Country Villas home near $838,000 with 20% down costs about $4,569 a month in principal and interest. Manufactured homes in Park Encinitas and Green Valley are financed differently from houses, and many lenders treat a home on rented land as personal property, so get a lender's answer before you write an offer.
Monthly dues, space rent and what they cover
Dues in the two Encinitas HOA communities range from $155 to $482 a month in recent listings, and 55places lists water, sewer, trash and grounds among the items often included at High Country Villas. In a rented-space park, the space rent replaces most of the HOA, and it can rise each year under the park's rules. Ask for the last three years of increases in writing.
Property tax and moving your tax base
Encinitas's most common 2025-26 tax rate is 1.07534% of assessed value (San Diego County Auditor and Controller), about $8,936 a year on an $838,000 purchase after the $7,000 homeowners' exemption, before fixed charges. Owners 55 and over may be able to transfer the assessed value of a former home under Proposition 19; our Prop 19 guide explains the limits.
How to choose a 55+ community near Encinitas
- Own the land or rent it. High Country Villas and the nearby planned communities are owned homes with an HOA. Green Valley is a park, and Park Encinitas is resident-owned, so the paperwork and loan options differ.
- Stairs and layout. High Country Villas' 55+ homes are single-story; check entry steps and bathroom layout anywhere else.
- Location. Park Encinitas and Green Valley are on El Camino Real, close to shops, and High Country Villas is about three miles from the ocean. Oceanside and Rancho Bernardo cost less but add driving time.
- Documents. Ask for the CC&Rs or park rules, the budget, the reserve study and the last year of board minutes. See California HOA laws.
- Time on market. 55places reports Encinitas 55+ listings stayed on the market about 311 days on average, so resale may take longer than for other Encinitas homes.
