REDDING NEW CONSTRUCTION

New Homes in Redding: Communities, Builder Prices and Planned Subdivisions

New homes in Redding start at $497,990 for a 1,825-square-foot, four-bedroom house at D.R. Horton's Harlen in north Redding, the only tract we found still selling, as checked on November 2, 2026. D.R. Horton's two Shastina Ranch communities in east Redding are sold out, and the next wave of new construction communities is on Quartz Hill and Oasis Road, where The Vistas, The Peaks and The Oasis add hundreds of lots. This page lists each one with sourced prices and status, then covers taxes, new versus resale costs and warranties.

Where new homes are being built in Redding

Redding builds slowly compared with California's growth suburbs. The Census Bureau's 2020-2024 survey counts 447 homes in the city built in 2020 or later, about 1.1% of its 40,407 homes, plus 1,729 built in the 2010s and 4,968 in the 2000s. Most of the newest homes are in ZIP 96003 (418 built since 2020, on the Census estimate) and 96001 (222), with only 49 in 96002, where the newest tracts were still being finished.

Three areas account for the current and planned building. North Redding off Lower Springs Road and Haleakala Avenue has D.R. Horton's Harlen. East Redding around Tish Tang Way has D.R. Horton's Shastina Ranch neighborhoods, now sold out. Quartz Hill, in the northwest, has The Vistas under construction and several larger subdivisions approved or proposed, along with the Oasis Road area in the north.

For context, Zillow's typical home value in Redding was $385,253 in September 2026, down 0.4% in a year. Redfin's median sale price for all homes that sold in Redding in the three months to September 2026 was $399,810, at $254.04 a square foot, with a median of 35 days on market. See the Redding housing market page for the resale picture and the Redding ZIP codes page for each area.

Prices below are quoted from the builder's website as checked on November 2, 2026. Builders change prices and incentives often.

New home communities in Redding: selling now and recently sold out

Harlen at Salt Creek by D.R. Horton (single-family, 96001)

Harlen is the one Redding community D.R. Horton lists as still selling, under the label "Final Opportunities". The builder describes 37 homesites with single-story plans of about 1,825 to 2,538 square feet, three-car garages and fenced back yards, with the model at 4235 Haleakala Avenue, open by appointment (530-654-1789). On November 2, 2026 it listed five available homes: two 1,825-square-foot, four-bedroom homes, at 906 Katmai Place for $497,990 (cut from $509,990) and 4212 Haleakala Avenue for $498,990; two 2,035-square-foot homes at $532,990, at 4204 and 4238 Haleakala Avenue; and a 2,538-square-foot, four-bedroom, three-bath home at 4741 Lower Springs Road for $593,990. D.R. Horton says the community is in the Redding School District and near Highways 299 and 44 and Interstate 5. HOA dues are not listed; ask the sales office.

Lilac at Shastina Ranch by D.R. Horton (single-family, 96002)

Lilac is marked "Sold Out" on D.R. Horton's site, with a last listed price "from $463,990" for its Plan 1825. The builder describes 140 homesites and three single-story plans of about 1,501 to 1,825 square feet, with three or four bedrooms and two-car garages. The sales address was 2538 Tish Tang Way. The builder says Lilac is in the Pacheco Union School District. With no new homes left, Lilac homes now come up only as resales, which gives you recent sale prices for nearly new houses to compare against Harlen.

Magnolia at Shastina Ranch by D.R. Horton (single-family, 96002)

Magnolia, which shares Lilac's Tish Tang Way sales address, is also "Sold Out". D.R. Horton describes 122 homesites with four single-story plans of about 2,035 to 2,754 square feet. The largest plan includes a MultiGen suite with its own entry, kitchenette, laundry and dual temperature control. Magnolia is also in the Pacheco Union School District, according to the builder. No current prices are posted.

The Vistas on Quartz Hill (single-family, under construction)

KRCR reported in August 2025 that a newly approved phase of The Vistas, in the Quartz Hill area, was under construction and would add 65 market-rate homes across 47 acres, citing the city's mapping data. The report did not name a builder or prices, and we could not find a builder page for the new phase. If you are interested, ask the City of Redding Planning Division who holds the map, then contact that builder directly.

Planned subdivisions: where Redding's next new homes will be

These projects have filed environmental documents or won approval but have no homes for sale yet. They show where new building will come from over the next several years.

The Peaks, 850 Quartz Hill Road (120 lots)

The Peaks is a 120-lot single-family subdivision on 114 acres of city-owned land at 850 Quartz Hill Road, with lots of 8,000 to 54,000 square feet, roads, trails and a park, according to the city's December 2025 CEQA notice. The Planning Commission approved the map in October 2025, and the City Council denied appeals unanimously on December 4, 2025 (Shasta Scout). The city planned to build the infrastructure, starting in 2026, using Carr Fire recovery money, then sell lots for development. Shasta Scout reported that the first house was not expected for at least three years. The site is in part of the 2018 Carr Fire burn scar and in a Very High Fire Hazard Severity Zone.

The Oasis, Oasis Road and Gold Hills Drive (143 lots)

The Oasis subdivision would create 143 single-family lots on 48.6 acres at 6201 and 6251 Oasis Road and 2333 and 2121 Gold Hills Drive, ZIP 96003, with a 2.1-acre park and trail easements. The City of Redding filed a notice of exemption on August 27, 2026, stating that the project fits the density studied in the General Plan environmental report certified in March 2024.

Brentwood Village, Quartz Hill Road (58 attached homes)

Brentwood Village would divide about 9.4 acres at Quartz Hill Road and River Ridge Drive into 58 attached single-family lots, mostly 3,000 to 7,000 square feet, at 6.4 homes an acre, according to the city's July 2025 environmental filing. Attached homes on small lots would be one of the few new options in Redding below the price of a detached tract house, but no builder or prices have been published.

Stonecreek, Rancho Road and Shasta View Drive (218 homes)

Stonecreek was filed in 2019 as 218 single-family homes on 61.6 acres at Rancho Road and Shasta View Drive in 96002, with 108 of them planned as attached courtyard-style homes. Its current status is not shown in the filing, so ask the Planning Division whether the map is still active.

Other Quartz Hill proposals

KRCR's August 2025 report listed further Quartz Hill projects in the pipeline: Cottages at Bel Air (55 lots proposed), Bel Air Estates (potentially 110 lots) and Alize (94 lots). The city told KRCR that every subdivision there must have multiple evacuation routes and that it had reviewed them, while a proposed bridge over the Sacramento River along Buenaventura remained unbuilt.

Mello-Roos, HOA dues and property tax on new Redding homes

New homes in many California cities carry a Mello-Roos special tax that can add thousands a year. None of the Redding builder pages we read mention one, but that is not a statement that none applies, and a new tract can also carry landscape, lighting or other fixed charges. The base rate also depends on the school districts serving the parcel. Our Shasta County property tax guide shows the rates and a worked bill, and the Mello-Roos guide explains how to look up a district.

Before you sign a contract on a new Redding home, ask the builder for:

  • The estimated total tax rate, including any special taxes and fixed charges, in writing.
  • The California Department of Real Estate Public Report for the phase, which discloses HOA dues and assessments.
  • The HOA budget and reserves, if there is an HOA.
  • Which school district serves the lot, confirmed on the district's own lookup, since builder pages are not enrollment guarantees.

Your first year will usually bring a supplemental tax bill, since a new home is reassessed when it is finished and sold. The Shasta County guide shows an example.

New vs resale in Redding: what you pay for new

Builder prices and resale medians are different measures, so use this as a rough guide. In ZIP 96001, where Harlen is, Redfin's median sale price for single-family homes was $399,899 in the three months to September 2026, at $255.32 a square foot. Harlen's 1,825-square-foot homes at $497,990 to $498,990 work out to about $273 a square foot, and its 2,538-square-foot home at $593,990 to about $234. So a new Redding home costs about $100,000 more than the typical resale in total, but often for a larger, single-story house, while the price per square foot is close to resale.

Financing can narrow the gap. D.R. Horton's site advertised a 5.99% fixed rate (5.455% APR on a conventional loan, 6.862% APR on FHA) through its own lender, DHI Mortgage, on certain homes in Shasta and nearby counties contracted on or after October 7, 2026 and closed by December 31, 2026. Freddie Mac's average 30-year rate was 7.24% in the week of October 29, 2026. A rate buydown can be worth more than a price cut, or less, depending on how long you keep the loan; compare both in dollars, and note that you must use the builder's lender to get the rate.

Also budget for window coverings, back yard landscaping if not included, and closing costs. Our California closing costs guide lists them.

Inspections and warranties on a new Redding home

Ask the builder for its written warranty before you sign, and read what it covers, for how long, and how to file a claim. California law sets minimum standards and a claims process for new homes, and builders add their own limited warranties on top.

Hire your own inspector anyway. A pre-drywall inspection shows framing, plumbing and wiring before walls close, a final inspection catches problems before closing, and a check before the first-year warranty ends gives you a list for the builder. Builder contracts often limit when an outside inspector can visit, so ask in advance.

Other ways to get a new home in Redding

With few tract homes for sale, some buyers build. The City of Redding publishes an SB 9 residential development map showing which lots may be split or take a second home under the state's lot-split law, and ADUs add another option on existing lots; our California ADU rules guide covers the basics. The Peaks will also sell lots for development once the city finishes its infrastructure. Building on a lot means arranging a construction loan, permits and a contractor, and checking the lot's fire hazard zone, which sets building and defensible-space rules.

If you want your own representation when buying from a builder, bring your agent or their details on your first visit, since many builders require registration then. An agent can compare the builder's price with nearby resales and read the contract and Public Report. See how we choose agents and our guide to buying a house in California.

COMMON QUESTIONS

New Homes in Redding,
answered.

Are new homes being built in Redding?+

Yes, but slowly. D.R. Horton's Harlen in north Redding had five homes listed in early November 2026, priced from $497,990 to $593,990, and its two Shastina Ranch communities are sold out. The Vistas on Quartz Hill was adding 65 homes, and the city has approved or is reviewing larger subdivisions such as The Peaks (120 lots) and The Oasis (143 lots).

What is the cheapest new home in Redding?+

The lowest builder price we found on November 2, 2026 was $497,990 for a 1,825-square-foot, four-bedroom home at D.R. Horton's Harlen. Lilac at Shastina Ranch last showed homes from $463,990 but is sold out. Attached-home projects such as Brentwood Village could offer lower prices later, but none have published prices. Check builder sites the week you plan to visit.

Do new homes in Redding have Mello-Roos?+

Not as a rule, but it depends on the subdivision. D.R. Horton's Redding pages do not mention Mello-Roos, and a new home can still carry special assessments or fixed charges such as landscape and lighting districts on its tax bill. Ask the builder for the estimated total tax rate in writing and read the Department of Real Estate Public Report for the phase before you sign.

Are new homes in Redding more expensive than resale homes?+

In total, yes. Redfin's median single-family sale price in ZIP 96001 was $399,899 for the three months to September 2026, while new homes at Harlen in the same ZIP started at $497,990. Per square foot the gap is small: about $273 for Harlen's smallest plan against a resale median of about $255.

When will The Peaks subdivision in Redding have homes?+

Not soon. The City Council approved The Peaks, a 120-lot subdivision on 114 city-owned acres at 850 Quartz Hill Road, in December 2025. The city planned to build roads and utilities first, starting in 2026, then sell lots for development. Shasta Scout reported that the first house was not expected for at least three years.

Can I use my own real estate agent to buy a new home in Redding?+

Usually, yes, but many builders require your agent to register you on your first visit to the sales office, or they will not work with your agent later. Bring the agent or their details the first time. An agent can compare the builder's price and incentives with nearby resales and review the contract and Public Report.
