Where new homes are being built in Roseville
Nearly all of Roseville's new building is on the west side of the city, west of Fiddyment Road, in areas annexed from unincorporated Placer County under specific plans. The Census Bureau's American Community Survey (2020-2024) counts 2,879 homes in Roseville built in 2020 or later and another 9,752 built from 2010 to 2019, about one in five of the city's 61,242 housing units. In ZIP 95747 alone, 3,051 homes date from 2020 or later.
The City of Roseville's planning division describes the plans that cover current building:
- Sierra Vista Specific Plan: 2,064 acres west of Fiddyment Road and north of Baseline Road, adopted in May 2010, with 8,679 single and multi-family units planned. The city notes that eight different landowners build out their own parcels on their own schedules, so vacant land can sit between finished neighborhoods for years. The plan was amended in 2012 to add the Westbrook property.
- West Roseville Specific Plan: 3,162 acres west of Fiddyment Road, generally north of Pleasant Grove Boulevard, adopted in February 2004, with 8,792 units including about 704 age-restricted units.
- Creekview Specific Plan: 501 acres north and west of the West Roseville plan, adopted on September 19, 2012 and annexed on April 17, 2013, with 2,011 units.
- Amoruso Ranch Specific Plan: 694 acres south of West Sunset Boulevard, about 1.5 miles west of Fiddyment Road, adopted on June 15, 2016, with 2,827 units, a 9.6-acre elementary school site, seven neighborhood parks and about 135 acres of open space preserve.
South of Baseline Road, Placer Vineyards is a separate planned community in unincorporated Placer County with its own timeline, and builders also market homes in the Placer One plan area. Homes there may carry a Roseville mailing address without being inside city limits, which affects who provides police, utilities and planning.

The Links at Sierra View by Lennar (gated, ZIP 95678)
The only new community we found in the older 95678 part of the city, and the only gated one. Lennar lists six all-electric plans from the 1,789-square-foot Residence 1789 at $664,990 to the 2,966-square-foot Residence 2966, a five-bedroom plan Lennar labels Next Gen, from $850,990. Twelve homes were listed as available, including homes on Torrey Pines Drive. The sales center is at 425 Bethpage Court. Ask Lennar for the gate and HOA costs, which the page did not give.
Windham at Sierra West by Lennar (sold out, Sierra West)
Lennar's Windham, in its Sierra West master plan, was sold out when we checked, with four plans from 1,765 to 2,179 square feet marked sold out and a note that new homesites were coming. Its welcome center shares the Winterfell Way address with Centera. Watch the page if you want this area, since a new release could open with little notice.
KB Home at Placer One (outside the city label, ZIP 95747)
KB Home sells five communities in the Placer One master plan: Ashford from $485,990, Canterbury from $487,990, Cambridge from $505,990, Brighton from $546,990 and Bristol from $633,990, all plus the cost of solar. KB lists the location as Placer One, CA, with a sales office at 3951 Downhaul Road, ZIP 95747, and says Bristol is zoned for the Roseville City School District. Before you buy, ask whether a lot is inside Roseville city limits or in unincorporated Placer County, because that decides the property tax rate area, utilities and who handles police calls.

Mello-Roos, HOA dues and tax rates on new Roseville homes
Roseville's newer plan areas fund roads, parks, schools and open-space upkeep partly through Community Facilities Districts (Mello-Roos) and other special assessments that appear on the Placer County property tax bill. Because no builder page we opened gave a figure, treat these as open questions for each community:
- Ask for the CFD notice of special tax and the maximum annual tax for the specific lot, and whether it rises each year or ends.
- Ask for the total tax rate the builder uses in its payment estimates, including the 1% base rate and voter-approved bonds.
- Ask for the HOA budget, monthly dues and any gate or landscape maintenance charge, especially at a gated community like The Links at Sierra View.
- Ask whether open-space preserve maintenance in Sierra Vista or Amoruso Ranch is billed as a separate assessment.
Our California Mello-Roos guide explains how these taxes work, and the Placer County property tax guide shows how a full bill is built and when supplemental bills arrive after you buy a newly built home.
New homes vs resale in Roseville: price per square foot
Redfin's median sale price in ZIP 95747, where most new building is, was $654,264 for the three months to September 2026, at $320.64 a square foot. That figure mixes new and resale homes. Builder base prices put most new plans close to it per square foot:
| Plan (builder) | Size | Base price | Per sq ft |
|---|---|---|---|
| Lily, Summerfield (Woodside) | 1,359 sq ft | $519,990 | about $383 |
| Residence 1789, The Links (Lennar) | 1,789 sq ft | $664,990 | about $372 |
| Residence 2, Allora (Brookfield) | 2,184 sq ft | $659,990 | about $302 |
| Poppy, Wildflower (Woodside) | 2,330 sq ft | $693,990 | about $298 |
| Residence 1970, Centera (Lennar) | 1,970 sq ft | $582,990 | about $296 |
| Marigold, Summerfield (Woodside) | 2,312 sq ft | $603,286 | about $261 |
| Residence 2474, Centera (Lennar) | 2,474 sq ft | $639,990 | about $259 |
Small plans cost more per foot and large plans less, so a new 2,400-square-foot home can undercut a resale of the same size on price. The monthly cost may not follow. New homes usually carry special taxes from day one, the first full bill reflects the new sale price, and buyers add window coverings, back-yard landscaping and fencing. Zillow's typical home value for all of Roseville was $643,854 in September 2026, up 0.8% in a year and still below its June 2022 peak of $684,821, which gives resale sellers less room to hold firm. Compare a builder's net price after incentives with recent resale prices on the same street.
Inspections and warranties on a new Roseville home
Hire your own inspector for a new build
The city's Building and Inspections division checks code compliance at each stage, not finish quality. Pay for an independent pre-drywall inspection while framing, wiring and plumbing are visible, and a final inspection before your walk-through. Get the builder's permission in writing before you sign, since some contracts limit when outside inspectors can visit. On all-electric homes, ask the inspector to check the electrical panel, the electric heating and water heating equipment and any solar installation.
Builder warranties and California's right-to-repair rules
California law sets minimum warranty and claim procedures for new homes. Ask each builder for its written warranty booklet, the length of its fit-and-finish coverage, and the claims process it must follow under state law, and calendar every deadline from your closing date. Schedule a third inspection a month or two before the first-year warranty ends so you can submit defects in writing.
Flood and drainage checks on new lots
New tracts in west Roseville border creeks and preserved open space; Brookfield, for example, describes trails along creek shores at Amoruso Ranch. Check the address on FEMA's flood map and the city's Property Information Tool, which shows Roseville's Regulatory Floodplain, a wider area than FEMA's maps. Ask the builder for the lot grading plan and where yard drainage goes.
Buying new construction in Roseville with an agent
Most builders ask that your agent come with you, or register you, on your first visit to the sales office, or they will not pay a buyer-agent fee. Since the 2024 commission changes, you also sign a written agreement with your own agent before touring. An agent who knows the west Roseville plan areas can compare a builder's quick move-in price with resale homes in Fiddyment Farm, Westpark or Blue Oaks, read the CFD disclosures and question lot premiums. See our Roseville homes guide, the Roseville housing market report, the Roseville ZIP code guide and the California commission guide.
